Background

The State Health Insurance Program (SHIP) serves Montgomery County, Maryland, residents aged 65 and older or those who are disabled with questions about Medicare. The program is administered by JCA, a nonprofit organization.

Problem

The former website was not accessible to people with disabilities, which means that people with disabilities could not navigate the site well or access all of the information on the website. (Accessibility is sometimes referred to as “Section 508 compliance” or “ADA compliance.’)

Solution

We created a mobile-friendly, accessible website on a budget. The design is simple, visually appealing and easy to read. To add to the user-friendliness of the site, we added functionality for the text size to be easily decreased or increased, as well as for the color contrast to be changed, if the user desires, based on the nature of their disability.
